What do you do when there is no road?

Today on my way to class I ran into some road work on the ramp exiting from I-85, on one side of the ramp there was the usual "Right Lane Ends - 1000 Feet", on the other side a temporary "Left Lane Closed - 1000 feet". As a driver on a 2 lane ramp, how should I interpret this?
